Which military theorist is credited with the idea that victory smiles upon those who anticipate the changes in the character of war?

Victory goes to those who foresee how warfare will change and prepare for it. He stressed that recognizing and adapting to these shifts in warfare’s character is what leads to victory. The other figures are associated with different roles or eras and aren’t tied to this idea.
